Free Boiler on Universal Credit: Eligibility and How to Apply

If you receive Universal Credit, you may qualify for ECO4 heating support, including a free boiler in some circumstances. Universal Credit meets the benefit requirement, but your home, existing heating system and proposed work must also qualify. A supplier must agree to fund the project.

InstantGrant is an independent grant information and application support service. We are not the government, DWP, Ofgem, an energy supplier or an installer. We do not award funding or guarantee a free boiler.

Last checked: 5 October 2026. ECO4 operates in England, Scotland and Wales and ends on 31 December 2026. It does not operate in Northern Ireland.

Can You Get a Free Boiler on Universal Credit?

Yes, a household receiving Universal Credit can be considered for ECO4 support. However, the benefit check is only one part of the decision. The property's energy rating, ownership or tenancy, heating condition and available funding determine whether a boiler replacement can form part of an approved project.

ECO4 stands for Energy Company Obligation. It requires certain energy suppliers to deliver energy efficiency improvements. It is not a cash payment added to your Universal Credit account, and there is no separate DWP application for a free boiler.

The phrase “free boiler” describes a possible funded outcome. It does not mean that every person receiving Universal Credit is entitled to choose a new boiler.

What each stage of an ECO4 enquiry establishes

Stage

What it checks

What it does not guarantee

Benefit verification

Whether a resident has acceptable evidence of Universal Credit or another qualifying benefit.

Property eligibility or a replacement boiler.

Home assessment

The home's condition, energy performance and suitable improvements.

That a supplier will fund the proposed work.

Funding offer

The approved measures, funding and any contribution.

That optional extras or unrelated repairs are included.

Installation agreement

The work, responsibilities and agreed arrangements.

A particular completion date unless confirmed by the delivery provider.

Can You Qualify While Working and Receiving Universal Credit?

You can work and still receive Universal Credit. Being employed, working part time or being self employed does not automatically exclude you from ECO4's Universal Credit route. The provider needs to verify your qualifying benefit and assess the property, rather than treating employment itself as a reason to refuse support.

For example, a homeowner who works part time and receives Universal Credit should not assume that boiler support is limited to unemployed households. Their benefit evidence can be checked, but the home's energy performance and heating system still need assessment.

This is an example of how the checks work, not a promise that the household would receive a new boiler.

Is There an Extra Income Limit for Universal Credit Claimants?

ECO4's standard Universal Credit route does not impose the separate household income threshold used for ECO4 Flex Route 1. Do not apply an old Universal Credit earnings table or the Flex income limit to every claimant. Ask the provider which eligibility route it is checking before supplying additional income evidence.

The different routes are easy to confuse:

  • Universal Credit route: a qualifying benefit route, alongside the property and project requirements.

  • Child Benefit route: separate income limits apply according to the claimant's household circumstances.

  • ECO4 Flex Route 1: combined gross annual household income must be below £31,000, with other requirements.

An installer may also have its own project selection criteria. If you are told your income is too high, ask whether this reflects the national eligibility route, a different scheme or that provider's funding criteria.

Which Homes Can Receive ECO4 Heating Support?

ECO4 focuses on inefficient homes, with different rules for different tenures. Owner occupied homes generally need an energy rating of D, E, F or G. Private rented homes generally need E, F or G, landlord permission and a qualifying package. A benefit award does not override these property rules.

How your housing situation affects the enquiry

Housing situation

What to check

Important limitation

You own and live in the home

Benefit evidence, energy rating and the existing heating system.

A working efficient boiler is not automatically eligible for a newer boiler.

You rent from a private landlord

Tenant eligibility, property rating, landlord consent and the permitted measures.

Ordinary replacement gas boiler work is generally restricted under ECO4.

You rent from a council or housing association

Your landlord's heating repair service and energy improvement programme.

Social housing has separate ECO4 rules. Universal Credit does not create a general boiler replacement entitlement.

If you do not know your home's energy rating, tell the provider. Ask whether it can check the existing certificate and arrange the necessary assessment before you pay for a new Energy Performance Certificate.

Private tenants should report a broken boiler to their landlord promptly. Searching for grant funding should not replace reporting a repair or addressing unsafe heating.

Does Your Boiler Have to Be Broken or a Certain Age?

Your boiler's condition and efficiency matter more than a simple age rule. ECO4 distinguishes inefficient heating from broken efficient heating, with different repair and replacement requirements. An advert saying every boiler over ten or fifteen years old qualifies does not establish that your heating system meets the scheme rules.

A non condensing gas boiler may be considered for an efficiency upgrade in an eligible home. A broken efficient boiler needs an assessment of repair and replacement options. These cases should not be treated as identical.

A working efficient boiler does not qualify for another gas boiler simply because a newer model is available. Depending on the home, other eligible heating improvements or insulation may be considered instead.

Keep any engineer's report describing faults or recommended repairs. It can help explain the problem, although the delivery provider must still complete its own checks. Do not remove the existing system before funding and the proposed work are agreed.

For the wider scheme explanation, read our guide to the free boiler replacement government scheme.

What Universal Credit Evidence Do You Need?

Your delivery provider may verify benefits through an approved DWP data matching process or request official evidence. An official Universal Credit online confirmation can be acceptable. Relevant details include your name, benefit, address and dates. A screenshot showing a payment amount without identifying the claimant may not establish eligibility.

Documents to prepare for your enquiry

Evidence

What it helps establish

Practical check

Official Universal Credit confirmation

Receipt of the qualifying benefit.

Keep the pages showing the claimant, benefit and relevant dates.

Address or occupancy evidence

That the qualifying person lives at the home being assessed.

Explain any recent move or mismatch between records.

Ownership or tenancy information

The property's tenure and who can authorise the work.

Ask which documents the provider needs for your circumstances.

Landlord consent, where needed

Permission for permanent improvements.

Obtain consent through the provider's agreed process.

Existing heating information

The system type, condition and reported faults.

Provide the model and any available engineer's report.

Ofgem does not require every page of a benefit award notice simply to evidence the benefit requirement. Providers may request additional documents for other checks, so ask what each request is for.

There is also no universal rule that every claimant must provide a letter issued within the last three months. Ofgem's benefit letter route generally requires evidence of benefit receipt within the 12 months before the first measure is completed. Follow the provider's current instructions and explain any changes to your claim.

If your latest Universal Credit statement shows a £0 payment, provide the relevant statements and ask the provider to verify the position. Having an online account open is not enough, by itself, to establish qualifying benefit receipt.

How to Apply for a Free Boiler on Universal Credit

Start by contacting an ECO obligated energy supplier or a delivery provider working with one. Explain that you receive Universal Credit and describe your heating problem. The process normally involves benefit verification, a home assessment and a funding decision before you agree to any installation or household contribution.

  1. Prepare the basic details. Have your postcode, housing tenure, Universal Credit evidence and heating system information ready.

  2. Check the provider. Confirm its business identity, registrations, privacy information and role in the funded project.

  3. Ask whether it is taking enquiries. Check that it has an active route to ECO4 funding in your area.

  4. Complete the eligibility checks. Supply the requested official evidence and clarify any address or benefit changes.

  5. Arrange the home assessment. Describe cold rooms, heating faults and any access needs so these can be considered.

  6. Review the written proposal. Check the measures, exclusions, contribution, warranties and responsibility for making good.

  7. Agree the work only when you understand the offer. Keep the contract and confirmation of the funding arrangements.

You do not have to receive your energy supply from the company funding the ECO4 work. You can enquire with another obligated supplier or its delivery partner, subject to availability.

Our ECO4 application guide explains the wider process from enquiry to installation.

Receiving Universal Credit and struggling with your heating?

Start with InstantGrant's postcode check to explore potential support for your home. It is an initial enquiry, not funding approval.

Check My Heating Grant Options

Will the Boiler and Installation Be Completely Free?

An approved ECO4 project can be fully funded, but a household contribution is possible. Universal Credit does not set a fixed grant amount or guarantee that every installation cost is covered. Review the written offer carefully, including pipework, controls, removal, building repairs and any optional extras you have requested.

Before accepting, ask:

  • What is the total amount I would pay, if anything?

  • Which work is funded, and which work is excluded?

  • Who pays for any agreed changes discovered during installation?

  • What warranty and aftercare are included?

  • Who handles a complaint about the work?

A documented contribution towards installation is different from a fee supposedly needed to release or guarantee a government grant. Ask for a clear explanation and take time to assess the offer.

What If an Installer Says You Do Not Qualify?

Ask why the enquiry was declined before assuming Universal Credit is the problem. A refusal may relate to the home's rating, tenancy, heating system, missing evidence or the provider's funding capacity. These are different issues. Another provider can assess an enquiry, but cannot override the national scheme requirements.

If the issue is missing evidence, ask exactly what is needed. If the heating measure is ineligible, ask whether other improvements or another scheme could suit the home. If the provider has no funding available, distinguish that from a finding that your household fails the benefit requirement.

ECO4 Flex may help some households without a standard qualifying benefit, through income or vulnerability routes. It does not guarantee a boiler or remove property and heating restrictions.

Which Support Is Available in Each UK Nation?

ECO4 covers England, Scotland and Wales, while Northern Ireland has a separate support system. Other programmes may also help, depending on the home and household. Universal Credit should be checked against each scheme's own rules, and an offer of energy improvements should not be assumed to include a replacement boiler.

Where to check heating and energy improvement support

Nation

Routes to check

What to remember

England

ECO4 and the council delivered Warm Homes: Local Grant.

The Local Grant supports suitable energy improvements and low carbon heating, rather than routine replacement gas boilers.

Scotland

ECO4 and advice from Home Energy Scotland about Warmer Homes Scotland.

Warmer Homes Scotland has its own eligibility checks and restrictions for private tenants.

Wales

ECO4 and the Welsh Government's Nest scheme.

Nest may help eligible households without heating or hot water through boiler repair or replacement.

Northern Ireland

Northern Ireland Housing Executive advice on current heating and energy support.

ECO4 does not apply. Confirm which local programmes are accepting enquiries.

Eligible property owners in England and Wales considering a heat pump can also check the Boiler Upgrade Scheme. Universal Credit is not required for that scheme, and it does not fund a replacement gas boiler.

How Long Does the Process Take?

There is no single guaranteed waiting time for a free boiler enquiry on Universal Credit. Evidence checks, assessments, consent, funding and installation capacity all affect progress. ECO4 ends on 31 December 2026, so ask the provider whether it can complete the proposed project within the remaining delivery period.

A postcode check completed in a minute is not a one minute funding approval. Ask which stage your enquiry has reached and what must happen before an installation can be booked.

If your heating has failed, explain that immediately and ask about urgent support. Do not rely on an unconfirmed grant enquiry as an emergency repair service.

Safety Checks Before Accepting a Boiler Grant Offer

Check the company and the people doing the work independently before sharing sensitive documents or agreeing to installation. Gas boiler work must be carried out by a suitably qualified Gas Safe registered engineer. Scheme names, official looking logos and a promise of full funding do not establish a provider's credentials.

  • Verify the business contact details and relevant TrustMark registration for the proposed ECO4 work.

  • Check the gas engineer's registration and qualifications for the job.

  • Keep your Universal Credit password and security codes private.

  • Use the provider's verified document submission process.

  • Keep copies of the written agreement, warranties and complaint contact details.

Read the HSE gas safety guidance for homeowners before arranging boiler work. Do not attempt gas repairs yourself.

Common Misunderstandings About Universal Credit Boiler Grants

The most common misunderstanding is that Universal Credit automatically provides a free boiler. It provides a qualifying benefit route for ECO4, subject to verification. Approval for work remains a separate decision. Similar confusion surrounds employment, income thresholds, boiler age and whether a private tenant can receive an ordinary replacement gas boiler.

  • “I must be unemployed.” Employment does not automatically exclude someone who receives Universal Credit.

  • “Every applicant must earn below £31,000.” That threshold belongs to a particular ECO4 Flex route, not the standard Universal Credit route.

  • “An old boiler always qualifies.” The system and proposed measure must meet the rules.

  • “Landlord consent guarantees a new boiler.” Consent does not remove private rented sector restrictions.

  • “A positive online result means the funding is approved.” Verification, assessment and funding confirmation still matter.

Frequently Asked Questions

These answers cover the questions that often arise before a Universal Credit household contacts a provider. Use them to prepare your enquiry and understand what needs checking. Your benefit evidence, home assessment and written funding offer will establish the actual position, including which measures can be delivered and any costs.

Can I Apply If Only My Partner Receives Universal Credit?

An eligible person living in the home can meet the benefit requirement; it does not have to be the homeowner. The provider must verify benefit receipt and occupancy at the property. For a joint claim, supply the relevant official confirmation and let the provider identify the evidence it needs.

Do I Need Children or a Disability to Qualify?

You do not need children or a disability simply to use Universal Credit as an ECO4 qualifying benefit. Those circumstances may matter for other support routes, but they are not extra requirements for this benefit route. The property, heating system, proposed measures and funding must still be assessed.

Is There a Minimum Universal Credit Payment?

The standard ECO4 Universal Credit route does not specify a minimum monthly award amount. However, acceptable evidence of qualifying benefit receipt is still required. If a statement shows no payment, ask the provider to check the relevant award history and dates rather than assuming the open claim automatically qualifies.

Must I Receive Universal Credit for Six Months First?

ECO4 does not impose a general six month Universal Credit claim requirement. That should not be confused with rules for other forms of financial support. The provider must check acceptable evidence and its timing, then separately assess whether the home and proposed heating work meet the scheme requirements.

Can a Private Tenant Get a Free Gas Boiler?

Private tenants can receive some ECO4 improvements, but ordinary gas boiler replacement is generally restricted. Universal Credit and landlord permission do not remove that restriction. The provider must assess whether an eligible package, such as suitable renewable heating or qualifying first time central heating, can be delivered instead.

Will I Receive the Boiler Grant as Cash?

ECO4 normally funds approved work through the supplier and delivery provider rather than giving you a cash award to spend. It is separate from your Universal Credit payments. Ask for a written breakdown of the installation proposal so you know what is funded and whether you must contribute.

How InstantGrant Can Help

InstantGrant can help you understand potential heating grant routes and prepare for the next eligibility checks. Start with your postcode and accurate details about your benefits, tenure and heating. We are an independent information and application support service. The delivery provider assesses the home, and funding approval rests with the relevant scheme arrangements.
