What Benefits Are Eligible for ECO4 in 2026?
Eight benefits currently provide a route into the ECO4 Help to Heat Group. They include Universal Credit, both types of Pension Credit, Housing Benefit, Income Support, income based Jobseeker’s Allowance, income related Employment and Support Allowance, and Child Benefit when the household meets the relevant income limit.
InstantGrant is an independent grant information and application support service. We are not the UK government, Ofgem, an energy supplier or an installer. We can help you understand the scheme, but the relevant energy supplier makes the funding decision.
Which Benefits Currently Qualify for ECO4?
The current benefits list comes from Ofgem’s ECO4 Delivery Guidance version 4.0. One person living permanently at the property must receive at least one qualifying benefit. Most benefits below have no separate ECO4 income limit. Child Benefit is the main exception and has its own household income test.
Universal Credit
Pension Credit Guarantee Credit
Pension Credit Savings Credit
Income Support
Income based Jobseeker’s Allowance
Income related Employment and Support Allowance
Housing Benefit
Child Benefit, subject to household income limits
Receiving one of these benefits establishes a possible household eligibility route. It does not automatically approve a boiler, insulation, solar panel or heating installation. Your home, tenure, energy rating, proposed improvements and the energy supplier’s funding decision must also satisfy the ECO4 rules.
How Each ECO4 Qualifying Benefit Is Treated
The exact name of the benefit matters. For example, income based Jobseeker’s Allowance qualifies, while contribution based Jobseeker’s Allowance does not qualify through the standard benefits route. Checking the wording on your latest award notice can prevent an incorrect application or a failed benefit match.
Universal Credit
Universal Credit is a qualifying ECO4 benefit. There is no separate ECO4 earnings limit for a household already receiving Universal Credit. The amount of Universal Credit paid can vary, but a valid award may establish Help to Heat Group membership when the claimant lives at the property receiving the improvements.
Your benefit status will normally be checked through an approved data matching process or suitable official evidence. Universal Credit eligibility alone does not remove the requirement for an eligible property or make a supplier fund every measure recommended during an initial enquiry.
Pension Credit Guarantee Credit
Pension Credit Guarantee Credit qualifies for ECO4. It is designed to support people over State Pension age whose income is below the applicable level. The claimant must live at the property, but the claimant does not necessarily need to be the homeowner or the person completing the first enquiry.
Pension Credit Savings Credit
Pension Credit Savings Credit also appears on Ofgem’s current qualifying benefits list. Some online guides incorrectly state that only the Guarantee Credit element qualifies. If your award notice shows Savings Credit, it may provide a valid ECO4 household route, subject to verification and the remaining property requirements.
Income Support
Income Support is an eligible benefit under the ECO4 Help to Heat Group. Although fewer people now receive this older benefit, a valid current or sufficiently recent award can still support eligibility. The relevant supplier must be able to verify the benefit and confirm that the recipient occupied the property.
Income Based Jobseeker’s Allowance
Income based Jobseeker’s Allowance qualifies for ECO4. Contribution based Jobseeker’s Allowance is different and is not included in the current standard benefits list. Check the exact wording on the benefit notice instead of relying only on the general term Jobseeker’s Allowance when completing an eligibility form.
Income Related Employment and Support Allowance
Income related Employment and Support Allowance qualifies. New Style ESA and contribution based ESA are not the same benefit route. If your letter does not clearly state which type you receive, ask the organisation handling the ECO4 application to verify the award before arranging a property survey.
Housing Benefit
Housing Benefit is a qualifying ECO4 benefit. This can be particularly relevant to private tenants, although the landlord’s permission will normally be required before any installation. The tenant’s circumstances establish the household route. A landlord cannot use their own benefit status to qualify an unrelated tenant’s home.
Child Benefit
Child Benefit can qualify, but receiving it is not enough by itself. The claimant’s gross annual household income must be at or below the limit for their family composition. Income from all regular sources is considered, and the relevant limit differs for a single claimant and a couple.
What Are the ECO4 Child Benefit Income Limits?
The Child Benefit limits depend on the number of children or qualifying young people and whether the claimant is single or part of a couple. Ofgem treats a qualifying young person as someone under 20 who remains in approved education or training. The figures apply to gross annual income.
Children or qualifying young people | Single claimant | Member of a couple |
|---|---|---|
1 | £19,900 or less | £27,500 or less |
2 | £24,800 or less | £32,300 or less |
3 | £29,600 or less | £37,200 or less |
4 or more | £34,500 or less | £42,000 or less |
For this test, income can include employment, self employment, pensions, savings interest, property income, dividend payments and regular benefit payments. Evidence may include a Child Benefit letter, Government Gateway documents, income records and documents confirming whether the claimant is single or part of a couple.
Do Working Tax Credit and Child Tax Credit Still Qualify?
Working Tax Credit and Child Tax Credit should not be presented as current ECO4 qualifying benefits in September 2026. Both tax credits ended on 5 April 2025. Ofgem allowed historic evidence under its twelve month evidence rule only until 4 April 2026, so that temporary route has now passed.
Many ECO4 websites still reproduce the older ten benefit list. This is why applicants may see conflicting information. People who moved from tax credits to Universal Credit can instead use Universal Credit as their qualifying benefit if the award is valid and the recipient lives at the relevant address.
Which Benefits Do Not Qualify on Their Own?
Several payments linked to age, disability or caring responsibilities do not create standard Help to Heat Group eligibility by themselves. A household receiving one of these payments may still qualify through another means tested benefit, eligible social housing rules or an ECO4 Flex referral based on income or vulnerability.
Payment or benefit | Standard ECO4 benefits route | Possible alternative |
|---|---|---|
Personal Independence Payment | Does not qualify by itself | ECO4 Flex may consider relevant health vulnerability |
Disability Living Allowance | Does not qualify by itself | ECO4 Flex may provide another route |
Attendance Allowance | Does not qualify by itself | Check Pension Credit and ECO4 Flex |
Carer’s Allowance | Does not qualify by itself | Check for another qualifying benefit or ECO4 Flex |
State Pension | Does not qualify by itself | Check Pension Credit and ECO4 Flex |
Winter Fuel Payment | Does not qualify by itself | Check Pension Credit and local support |
Council Tax Reduction | Does not qualify by itself | It may be relevant to an ECO4 Flex assessment |
A disability benefit may still help demonstrate vulnerability during a Flex assessment, especially where a severe or long term health condition is made worse by living in a cold home. It should not be described as a direct qualifying benefit for the standard ECO4 route.
Can Someone Else in My Household Receive the Benefit?
The qualifying benefit does not have to be paid to the homeowner or the person who first contacts an installer. It can be received by another person who lives at the property. The supplier must be able to verify both the benefit and the recipient’s occupation of the address.
This can include a partner or another permanent household member. A benefit received by a relative who lives elsewhere cannot normally be used. Private rented applications are based on the eligible tenant or occupant, while the landlord’s permission is usually needed before physical work can begin.
Does Receiving a Benefit Guarantee ECO4 Funding?
No. A qualifying benefit creates one route into the scheme, but it does not guarantee an installation or a particular improvement. ECO4 is an obligation placed on energy suppliers rather than a cash grant paid directly to households. Suppliers choose which compliant projects they support and how much funding they provide.
Your property will also need to meet the applicable energy efficiency and technical rules. ECO4 generally targets homes in EPC bands D to G, although the measures available and detailed rules differ by tenure. Read the broader ECO4 eligibility guide before assuming that benefit receipt alone is enough.
A retrofit assessment determines which improvements are suitable. The result might include insulation, heating controls, a heating upgrade or a package of measures. Applicants cannot automatically select a new boiler, heat pump or solar panels simply because those products can sometimes be installed through ECO4.
Can You Qualify for ECO4 Without Benefits?
Yes. ECO4 Flex allows participating councils, devolved administrations and energy suppliers to identify some low income or vulnerable households that do not receive a listed benefit. Flex is a referral and eligibility route. It does not make the council responsible for paying for the work or guarantee supplier funding.
Possible routes include a household income below the national Flex limit, specified signs of financial difficulty, or a severe health condition made worse by a cold home. The exact application arrangement can vary by area. See how councils manage the ECO4 Flex process before submitting personal documents.
What Evidence May Be Needed?
Benefit eligibility is commonly checked through an authorised data match with the Department for Work and Pensions. Where documents are used, they must show enough information to confirm the benefit, recipient, address and relevant date. Ofgem’s current guidance applies a twelve month evidence period linked to installation.
Your full name and current address
An official benefit award notice or suitable downloaded record
The exact name of the benefit received
A relevant award, letter or evidence date
Permission for an approved benefit data check
Child Benefit and household income evidence where that route is used
Proof that the benefit recipient lives at the installation address
Landlord permission if the property is privately rented
An unmatched data check does not always mean the household receives no qualifying benefit. Differences in a name, address or submitted details can prevent a match. Ask the application provider which information failed and whether suitable official evidence can be reviewed before abandoning the benefits route.
How Do You Apply Through the Benefits Route?
Start with an initial eligibility check, then allow the provider or supplier to verify the relevant benefit. If the household route appears valid, the property normally needs a survey and retrofit assessment. The supplier then decides whether the proposed package is compliant and whether funding is available.
Identify the exact qualifying benefit and recipient.
Check that the recipient permanently lives at the property.
Review the property’s current EPC rating and tenure.
Provide consent for benefit verification.
Arrange a property assessment if the initial check succeeds.
Review the proposed measures, contribution and contract in writing.
Agree to work only after understanding the complete offer.
Our detailed guide explains how to apply for ECO4, including the initial check, property survey and funding decision. Starting an application is free, but you should check whether the final offer requires any household contribution before signing a contract.
Does ECO4 Operate Across the Whole UK?
ECO4 operates in England, Scotland and Wales because it is a Great Britain energy supplier obligation. It does not operate in Northern Ireland. Flex arrangements and local referral processes can differ between England, Scotland and Wales, even though the standard Ofgem benefits list applies across the scheme.
Residents of Northern Ireland need to check the current schemes provided through Northern Ireland departments, councils or energy efficiency programmes. They should not submit sensitive documents to a company advertising ECO4 as a nationwide UK scheme without first confirming that the advertised programme applies to their location.
ECO4 Application Safety Guide
Never treat an unexpected phone call as proof that you qualify. Ask who funds the proposed work, who will carry it out, whether a contribution is required and what happens if funding is refused. Read the contract and keep copies of benefit consent forms, survey findings and warranties.
Ofgem confirms that ECO4 eligibility does not compel an energy supplier to fund a project and that offers can differ between providers. Check the current rules through the official Ofgem ECO4 consumer guidance before relying on promises about free work, guaranteed acceptance or a particular installation.
Common ECO4 Benefits Misconceptions
Outdated lists and simplified advertising cause many unsuccessful applications. The most common mistakes involve tax credits, disability payments and the belief that benefit receipt guarantees free work. Understanding the difference between household eligibility and an approved retrofit project gives applicants a more realistic picture.
Any benefit makes me eligible
Only the benefits listed in the current ECO4 guidance establish the standard Help to Heat Group route. Other payments may support a Flex referral, but they do not automatically satisfy the standard benefits test.
PIP automatically qualifies for ECO4
PIP does not qualify by itself under the standard route. A person receiving PIP may qualify through another listed benefit or an ECO4 Flex route based on household income, vulnerability or a relevant health condition.
Universal Credit has an extra ECO4 income cap
Ofgem’s current benefits table does not apply a separate ECO4 income cap to Universal Credit. Child Benefit is the listed benefit with specific income caps based on household composition.
A qualifying benefit guarantees a free boiler
Benefit receipt does not guarantee funding or a particular measure. The property assessment, scheme rules, supplier decision and available funding determine whether work is offered and whether a household contribution is required.
Frequently Asked Questions
These answers address the short questions households commonly ask before starting an eligibility check. They reflect the Ofgem ECO4 Delivery Guidance version 4.0 and the scheme position checked on 25 September 2026. Individual funding decisions still depend on the property, proposed measures and participating supplier.
What benefits are eligible for ECO4?
The current list includes Universal Credit, Housing Benefit, Income Support, income based JSA, income related ESA, Pension Credit Guarantee Credit, Pension Credit Savings Credit and Child Benefit within the applicable household income cap.
Does Universal Credit qualify for ECO4?
Yes. Universal Credit is an ECO4 qualifying benefit. The recipient must live at the property and the benefit must be verified. The property and proposed project must also meet the relevant scheme rules.
Can I get ECO4 if I receive PIP?
PIP does not qualify by itself under the standard benefits route. You may qualify through another listed benefit or ECO4 Flex if your income, circumstances or health vulnerability satisfy an available referral route.
Does State Pension qualify for ECO4?
State Pension alone is not on the current ECO4 benefits list. Pension Credit Guarantee Credit and Pension Credit Savings Credit are listed. Pensioners without either may still be considered through ECO4 Flex.
Does Child Benefit qualify for ECO4?
Child Benefit can qualify when gross annual household income is within the relevant limit. The limit depends on whether the claimant is single or part of a couple and the number of qualifying children.
Do tax credits still qualify for ECO4?
No current route remains for Working Tax Credit or Child Tax Credit evidence. The benefits ended on 5 April 2025, and Ofgem’s temporary twelve month evidence period ended on 4 April 2026.
Can a tenant qualify through their benefits?
Yes. ECO4 considers the eligible tenant or occupant rather than the landlord’s benefit status. A private tenant will normally need the landlord’s permission before installation, and additional restrictions can apply to available measures.
Does receiving a qualifying benefit guarantee approval?
No. It establishes a possible household route only. A survey, property assessment, technical design and supplier funding decision are still required, and some offers may include a household contribution.
About This Guide
This guide was prepared for InstantGrant using Ofgem’s ECO4 Delivery Guidance version 4.0 and current consumer guidance. It was last checked on 25 September 2026. ECO4 is scheduled to close on 31 December 2026, and supplier availability can change before that date.
