ECO4 Scheme Windows: Can You Get Free Replacement Glazing?

The ECO4 scheme can fund replacement windows in certain circumstances, but it is not a general free windows scheme. Glazing must be recommended through a property assessment and included in an approved energy efficiency package. Receiving an eligible benefit does not automatically mean all your windows will be replaced.

InstantGrant is an independent grant information and application support service. We are not Ofgem, the UK government, an energy supplier or a window installer. ECO4 eligibility, funding and measure selection are controlled by the organisations delivering the scheme.

About This Guide

This guide explains when replacement windows may be funded through ECO4, which glazing improvements can qualify and why window funding is less common than heating or insulation support. It also covers tenants, landlords, surveys, ventilation and misleading free window adverts.

Does the ECO4 Scheme Cover Windows?

Yes. Window glazing appears in the current ECO4 measures guidance as an eligible improvement under certain conditions. This means an energy supplier can include glazing in an ECO4 project when the household, property and proposed improvement meet the applicable rules.

It does not mean that every household accepted for ECO4 can request a complete set of new windows. ECO4 uses a whole home assessment. The project must improve the energy performance of the property, and the supplier decides which package it is prepared to fund.

Measures such as wall insulation, loft insulation or heating improvements may provide a greater calculated energy saving than replacing windows. A supplier may therefore approve those improvements without including glazing.

Which Windows Can ECO4 Cover?

The current technical guidance allows more than one type of glazing improvement. The proposed replacement must use suitable factory made sealed window units and meet the required technical standard.

Single Glazing to Double Glazing

Replacing single glazed windows with compliant double glazing is the clearest type of ECO4 window upgrade. Single glazing normally loses more heat and can create colder internal surfaces than modern sealed glazing.

A survey must still confirm that replacement glazing is suitable and that it provides a useful contribution to the complete project.

Improved Double Glazing

Some older double glazed windows may be considered for improvement. However, age alone does not make a window eligible.

The assessor considers the thermal performance and condition of the existing glazing. Windows that already provide reasonable energy performance are unlikely to be prioritised simply because the frames look old.

Triple Glazing

Triple glazing can appear within the eligible glazing category when it forms part of an approved design. ECO4 does not give households an automatic right to select triple glazing as a premium upgrade.

The installer and project team must show that the product is appropriate for the property and meets the scheme requirements.

Double Glazed Patio Doors

Double glazed patio doors can be treated as glazed window units for assessment purposes in certain circumstances. Other external doors are normally considered under the separate higher performance external door measure.

Secondary Glazing

Secondary glazing is not treated as an eligible window glazing measure under the current ECO4 technical definition. It involves fitting another pane or frame inside the existing window rather than replacing it with a factory made sealed unit.

Secondary glazing may still be useful in listed buildings or conservation areas, but it should not be advertised as standard ECO4 replacement glazing without confirmation from the project provider.

Why Is ECO4 Window Funding Uncommon?

ECO4 funding is based on reducing the cost of heating a qualifying home. The supplier must consider which combination of improvements provides a sufficient energy benefit.

Insulating an uninsulated loft or wall can sometimes produce a greater calculated improvement than replacing windows. Heating upgrades may also be prioritised where a property has an inefficient or broken system.

This is why a household may qualify for ECO4 but receive insulation, heating controls or a renewable heating system instead of windows.

You can see the wider range of possible improvements in our guide to what funding is available under ECO4.

Who Qualifies for ECO4 Scheme Windows?

The household must enter ECO4 through an approved eligibility route. The property must also have an eligible energy performance rating and require suitable improvements.

Eligible Benefit Route

A household may qualify for ECO4 consideration when a permanent resident receives an eligible benefit. These currently include:

  • Universal Credit

  • Income Support

  • Income based Jobseeker’s Allowance

  • Income related Employment and Support Allowance

  • Housing Benefit

  • Pension Credit Guarantee Credit

  • Pension Credit Savings Credit

  • Child Benefit within the relevant household income limit

The person receiving the benefit does not always have to be the property owner. They must normally live at the address as part of the household.

ECO4 Flex Route

A household that does not receive one of the listed benefits may qualify through ECO4 Flex. This route allows participating authorities and energy suppliers to identify certain low income, vulnerable or fuel poor households.

Possible routes include:

  • Gross household income below £31,000

  • Approved indicators of financial hardship or vulnerability

  • A serious health condition made worse by living in a cold home

  • Persistent fuel debt or repeated difficulty keeping a prepayment meter connected

A Flex referral confirms household eligibility for consideration. It does not guarantee that windows or any other particular improvement will be funded.

Property EPC Requirements

Property type

Usual ECO4 starting EPC bands

Permission requirement

Owner occupied home

D, E, F or G

Owner consent

Privately rented home

A low EPC rating alone is not enough. The household must also qualify through the relevant route, and the assessment must support the proposed project.

Does ECO4 Replace Broken Windows?

ECO4 is an energy efficiency programme rather than a general home repair scheme. A cracked pane, damaged handle or faulty lock does not automatically make a window eligible.

A damaged window may be replaced when the glazing improvement forms part of the approved retrofit package. The reason for including it must relate to the energy performance and technical design of the project.

If only one window is damaged and the rest of the property has effective double glazing, a local home repair programme may be more appropriate than ECO4.

Can You Get Every Window Replaced?

The assessment should identify which existing windows need improvement. A project does not have to replace efficient windows simply to make every frame match.

The proposal may cover all eligible single glazed windows or only the units required by the approved design. Ask for a written schedule showing:

  • Which windows will be replaced

  • Which windows will remain

  • The proposed frame material

  • The glazing specification

  • The opening style of each window

  • Ventilation features

  • Internal and external finishing work

  • Disposal of the old frames and glass

Do not rely on a verbal statement that the whole house will receive new windows. The final scope should appear in your paperwork before installation.

How to Apply for ECO4 Window Funding

  1. Check the household route: Confirm whether someone receives an eligible benefit or may qualify through ECO4 Flex.

  2. Check the EPC: Review the current rating and recommendations for the property.

  3. Contact a scheme provider: Approach an obligated supplier, participating council route or suitable ECO4 provider.

  4. Complete the household checks: Supply the required eligibility evidence and consent.

  5. Arrange the Retrofit Assessment: The assessor examines the complete property rather than looking only at the windows.

  6. Review the proposed package: Check whether glazing has been included and why it is needed.

  7. Confirm funding: Ask for written confirmation of the funded work and any contribution before signing.

  8. Inspect the installation: Check opening, closing, sealing, finishing and ventilation before signing completion paperwork.

  9. Keep the documents: Retain the specification, guarantees, certificates and installer contact information.

What Happens During the Window Assessment?

The Retrofit Assessment considers the property as a complete system. The assessor records the existing windows but should also inspect walls, roof insulation, heating, ventilation and other relevant features.

For windows, the assessment may record:

  • Whether the existing glass is single, double or triple glazed

  • The frame material and approximate age

  • Condition of the glass, seals and frames

  • Window dimensions and orientation

  • Visible draughts and gaps

  • Existing background ventilation

  • Signs of condensation or mould

  • Safety glazing requirements

  • Planning or heritage restrictions

A salesperson taking a quick photograph of one window is not the same as a complete Retrofit Assessment.

Ventilation and Condensation Checks

Old windows can allow uncontrolled air to enter through gaps. New sealed windows reduce those draughts, which is normally helpful, but the home still requires planned ventilation.

The assessment should consider extractor fans, background ventilation and the way occupants use the property. Required ventilation must be included in the design rather than added as an afterthought.

New windows do not create moisture. However, condensation and mould can become worse if moisture from cooking, bathing and drying clothes cannot escape.

Ask the installer:

  • Whether the new windows require background ventilators

  • How existing extractor fans were assessed

  • Whether any new ventilation work is included

  • How the proposed design follows current Building Regulations

Listed Buildings and Conservation Areas

Replacing original windows can affect the character of a listed building or a property in a conservation area. Standard modern frames may not receive permission where appearance, materials or glazing patterns are protected.

Check with the local planning authority before agreeing to the work. Listed building consent may be required even when the replacement looks similar to the original window.

A scheme provider should not remove protected windows until the required permission is confirmed in writing.

Is There a Fixed ECO4 Window Grant Amount?

No. ECO4 does not provide a standard payment for each window. The household does not receive money to spend with a window company.

The energy supplier considers the complete project, expected energy improvement and delivery cost. If approved, funding is arranged through the delivery chain for the specified work.

The value depends on factors such as:

  • Number and size of the windows

  • Existing glazing type

  • Frame material and design

  • Access requirements

  • Safety glazing

  • Ventilation work

  • Required internal and external finishing

  • Other measures included in the ECO4 package

Some projects may be fully funded. In other cases, the supplier may decide not to include windows or may not approve the project at all.

Can Tenants Get Windows Through ECO4?

Private tenants can qualify when the household meets an approved eligibility route and the property has an eligible EPC rating. The landlord must normally give written permission for replacement windows.

The tenant’s circumstances establish household eligibility. A landlord cannot normally use the landlord’s own income or benefits to qualify a tenanted property.

Social housing tenants should contact their housing provider. Work may be organised as part of a wider programme covering several homes rather than through an individual application.

What If ECO4 Does Not Cover Your Windows?

Free Window Grant and Scrappage Scheme Warnings

There is no national ECO4 entitlement giving every household free windows. Be cautious when an advert uses phrases such as government window scrappage scheme, guaranteed free double glazing or limited postcode allocation.

Before sharing personal information or signing an agreement:

  • Ask for the full legal name of the company

  • Confirm which energy supplier or scheme provider funds the project

  • Check relevant installer registration and accreditation

  • Request a written schedule of the proposed work

  • Ask whether any payment or finance agreement is involved

  • Do not share banking passwords or security codes

  • Do not sign blank or incomplete forms

  • Keep copies of everything you sign

Current glazing eligibility and the extended ECO4 closing date can be checked in the official Ofgem ECO4 Delivery Guidance.

What to Check After Installation

Inspect the windows before signing final completion paperwork. Report problems in writing and take clear photographs.

  • Each window opens and closes correctly

  • Locks, handles and safety restrictors operate properly

  • Frames appear level and securely fixed

  • There are no visible gaps around the frames

  • External seals and finishes are complete

  • Internal reveals and decorations are left as agreed

  • Background ventilators operate where included

  • Glass has no visible cracks or damage

  • Safety glazing markings are present where required

  • Waste and old windows are removed as agreed

Keep the product information, guarantees, completion records and contact details for the installer and scheme provider.

Frequently Asked Questions

Does ECO4 provide free windows?

ECO4 can fund eligible replacement glazing as part of an approved home improvement package. It does not give every qualifying household an automatic set of free windows.

Can ECO4 replace single glazed windows?

Single glazing to compliant double glazing is an eligible improvement under the current technical guidance. It must still be recommended by the assessment and approved by the energy supplier.

Can ECO4 replace old double glazing?

Improved double or triple glazing may be eligible in certain circumstances. Age alone is not enough. The existing performance and benefit of replacement must be assessed.

Does ECO4 pay for triple glazing?

Triple glazing can fall within the eligible window glazing category, but households cannot automatically select it as an upgrade. It must form part of the approved design.

Does ECO4 cover secondary glazing?

Secondary glazing is not included within the standard ECO4 window glazing definition. Other local or heritage focused support may be more appropriate.

Can pensioners get free windows?

Age alone does not qualify someone for ECO4 windows. A pensioner may qualify through Pension Credit, another approved benefit or an ECO4 Flex route, subject to the property assessment.

Can private tenants get replacement windows?

A qualifying private tenant may receive ECO4 improvements when the property meets the relevant conditions and the landlord gives permission.

Can I apply only for windows?

You can ask to be assessed, but ECO4 uses a whole home approach. The final package may contain other measures or may not include windows.

When does ECO4 close?

ECO4 is scheduled to close on 31 December 2026. Suppliers and installers may stop accepting new projects earlier if they cannot complete them before the deadline.
