ECO4 Loft Insulation: Eligibility and Top Ups in 2026

ECO4 loft insulation can be funded for eligible households in England, Scotland and Wales. Support may cover new insulation or a top up. Having a thin layer does not automatically qualify you: the household, property, survey and supplier funding decision all matter.

InstantGrant is an independent grant information and application support service. We are not the government, Ofgem, an energy supplier or an installer. We do not award ECO4 funding or guarantee that an enquiry will lead to funded work.

Current scheme end date: 31 December 2026

What does ECO4 funding for loft insulation cover?

ECO4 supports home energy improvements through obligations placed on energy suppliers. Loft insulation can form part of that work, including adding material to an existing layer. It is funding towards an agreed project rather than a fixed cash payment for every household that applies.

Start by explaining the problem you want to solve, such as cold upstairs rooms or a patchy insulation layer. The assessment will consider the rest of the home too. Our guide to the improvements considered under ECO4 gives wider context.

Who can get ECO4 loft insulation?

The usual route depends on both the household and the home's starting energy rating. Owners, private tenants and social tenants have different rules. A qualifying benefit or referral is only one part of the decision, so check the correct route for your tenure before arranging work.

Which benefits can provide an eligibility route?

Common qualifying benefits include those listed below, subject to the relevant rules and evidence. Child Benefit has separate income limits. Receiving State Pension, Personal Independence Payment or Disability Living Allowance alone does not establish eligibility through this benefits route, although another route may be available.

  • Universal Credit.

  • Pension Credit Guarantee Credit or Savings Credit.

  • Income Support.

  • Income based Jobseeker's Allowance.

  • Income related Employment and Support Allowance.

  • Housing Benefit.

  • Child Benefit, subject to its household income caps.

Can you qualify without receiving benefits?

ECO4 Flex can provide a route for some households outside the usual benefits pathway. Its income route requires gross annual household income below £31,000, counting all permanent adults aged 18 or over. Other referral routes use specific evidence of vulnerability or health risks from a cold home.

Ask your council which referral routes it uses. Property rules differ between routes, and a referral does not reserve funding or confirm an installation.

Does ECO4 loft insulation cover existing insulation top ups?

Existing insulation does not automatically rule out further work. Ofgem recognises loft insulation categories for starting depths of 100mm or less and more than 100mm. A supplier can still decline to fund a particular top up, so a depth measurement alone cannot confirm your offer.

What different starting conditions mean for the survey

Existing condition

Question for the assessor

No insulation

What material, coverage and depth does this loft need?

100mm or less

Can suitable existing material remain beneath a new layer?

More than 100mm

Would a further top up be appropriate and supported?

Uneven or damaged material

How will its condition and coverage be recorded?

For mineral wool, 270mm is a commonly recommended depth. Other materials and roof designs can need different thicknesses. Treat this as an insulation recommendation, not an ECO4 eligibility threshold.

The existing insulation must be recorded, including through the required declaration. Do not remove it to make the loft appear uninsulated. Tell the assessor about previous installations and ask how genuine defects should be handled.

What does the loft survey check?

The survey establishes what is already present, whether the loft can be insulated safely and how it fits into the wider home assessment. Tell the assessor about storage, previous work and access problems. A converted loft or flat roof needs a different design from an ordinary unused loft.

  • Existing material, depth and gaps in coverage.

  • Access, stored items and boards hiding the insulation.

  • Signs of leaks, condensation or structural damage.

  • Ventilation paths, pipes, tanks, cables and lighting.

  • Whether the roof space contains a habitable room.

Standard loft insulation lies at ceiling or joist level. Insulation for a room within the roof deals with the heated room's roof surfaces and walls. Ask which measure is proposed rather than assuming they are interchangeable.

Our ECO4 home survey guide explains the broader assessment process.

Check your loft insulation funding options

If you are unsure which route fits your circumstances, begin with your postcode and household details. InstantGrant provides independent information and application support. The delivery provider must confirm eligibility, suitable measures, funding and any contribution before you agree to the work or prepare the loft.

Will you have to pay anything?

Some offers cover the agreed installation in full, while others require a contribution. Before accepting, ask for one written breakdown of the insulation, preparation and any additional work. A description such as free loft insulation should be checked against the actual scope and contract you receive.

What repairs are required before installation, and who pays?

Insulating a bare loft generally offers a larger reduction in heat loss than topping up an existing layer. Neither situation supports a guaranteed bill saving for your household. Heating use, the home and the starting condition affect the result.

Can you get loft insulation without other improvements?

ECO4 considers improvements across the home, so an eligible loft does not mean a loft only installation will be offered. Ask why each proposed measure is needed and what the package includes. Private rented homes have additional restrictions that make this question especially important for tenants.

A private rental package must include solid wall insulation, first time central heating, a district heating connection or qualifying renewable heating. Replacing renewable heating with the same kind does not satisfy that requirement. An insulation enquiry should therefore discuss the whole proposed package.

How to enquire about ECO4 loft insulation

Begin by checking the household route, then let a delivery provider assess the home and explain its offer. Keep the enquiry separate from approval: a postcode result or telephone conversation is an initial step. You need the proposed work and financial arrangements in writing before making a commitment.

  1. Prepare your household details. Have your address, tenure, benefit information or household income evidence ready. Note your energy rating if known and any existing loft insulation.

  2. Contact a delivery provider. Enquire with an obligated energy supplier or an installer delivering its ECO4 projects. If you need a Flex referral, ask your local council about its process.

  3. Describe the loft honestly. Explain whether it is boarded, used for storage or converted into a room. Mention leaks, damp, access restrictions and any previous insulation work.

  4. Allow the home assessment. Let the assessor examine the property and decide which improvements are suitable. Avoid removing insulation or changing the loft to influence the result.

  5. Review the written offer. Check the proposed package, preparation duties, any contribution, named installer, protection and complaint contact. Get questions answered before signing a contract.

There is no guaranteed installation timetable. Ask whether the provider is accepting new enquiries and can complete the proposed project within the current scheme period.

Where is ECO4 available, and what are the alternatives?

ECO4 operates in England, Scotland and Wales, but not Northern Ireland. Its current end date is 31 December 2026, which does not mean every provider accepts applications until that day. If ECO4 is unsuitable or unavailable, ask the relevant national advice service or council about other support.

What should you check for a safe installation?

A safe installation needs suitable roof conditions and attention to ventilation, electrics and services. Agree how these will be handled before work starts. After installation, ask for an explanation of the completed work, any maintenance needs and the contact to use if you notice a problem.

  • Leaks and damp have been assessed before insulation is added.

  • Ventilation openings remain clear.

  • Boards do not compress insulation, and necessary maintenance access is retained.

  • Pipes, water tanks, lights and cables receive appropriate protection or assessment.

  • You receive the agreed completion documents and protection details.

Verify unsolicited offers with the named supplier or council. Read the official GOV.UK ECO guidance for eligibility, genuine enquiries and what to do if you are unhappy with work.

Common misconceptions about loft insulation grants

A cold loft, a qualifying benefit or a thin insulation layer can each be relevant, but none confirms the complete funding decision. Treat a depth measurement as survey information and an eligibility form as an enquiry. Ask the provider to explain any claim that your installation is already approved.

  • More than 100mm of existing insulation is not an automatic scheme exclusion.

  • Below 270mm does not automatically mean a funded installation.

  • A grant enquiry does not promise loft clearing, new storage or roof repairs.

Frequently asked questions

You can ask about support even if your loft already has insulation or you do not receive benefits. Those circumstances need individual checks, as do private tenancies and lofts used for storage. Establish the relevant route and the proposed scope before agreeing to a survey or installation.

Can ECO4 top up loft insulation over 100mm?

Yes, the scheme includes a category for topping up existing loft insulation above 100mm. That does not confirm approval for your home. The assessment must establish the starting condition, suitable work and wider project requirements before the supplier decides whether to fund it.

Can I get free loft insulation without benefits?

You may have a route through ECO4 Flex if you meet its income or other referral criteria. Do not assume that everyone on a low income qualifies. Your council or participating supplier must check the evidence, and the property and funding requirements still apply.

Does having less than 270mm mean I qualify?

No. Insulation depth helps establish what work could improve the loft, but it is not a complete funding test. A home below the usual mineral wool recommendation still needs the relevant household checks, a suitable design and confirmation that the proposed work will be supported.

Will ECO4 pay for loft boarding and clearing?

Do not assume that storage boards, a new ladder or removal of possessions are included. Ask for a written scope showing preparation work, any changes to existing boards and all charges. Agree who will clear the loft before the installation appointment is confirmed.

Can a private tenant get loft insulation only?

An eligible private tenant should not assume that a loft only installation can be funded. ECO4 has additional package rules for private rented homes, and landlord permission is needed. Ask the provider how the proposed package meets those rules before agreeing to any work.

Can I install insulation myself and claim the cost?

Do not buy materials or start a DIY installation expecting ECO4 to reimburse you. Ask the provider to confirm the funding and installation arrangements first. Keep any existing insulation in place for assessment, and obtain advice if it is damaged or needs removal.
