Gas Boiler Tax UK: What Homeowners Pay in 2026
Gas boiler tax is an informal name for price increases linked to the Clean Heat Market Mechanism. It is not a fixed government tax on household boiler purchases. Manufacturers face scheme obligations, while your replacement cost depends on the seller's price, installation work and applicable VAT.
What is the gas boiler tax?
The phrase usually describes the Clean Heat Market Mechanism, known as CHMM, and commercial boiler price increases associated with it. The scheme places obligations on qualifying manufacturers supplying gas and oil boilers in the UK. It does not send homeowners a tax bill for owning or replacing a boiler.
Manufacturers meet their obligations using credits from eligible certified heat pump installations, including credits acquired from other businesses. A remaining shortfall can require a payment to the scheme administrator, the Environment Agency.
A manufacturer or seller may reflect business costs in its prices. That can affect what customers pay, but it does not create a government set charge on each installation.
Boiler costs that mean different things | |
Cost or term | What it means for you |
|---|---|
CHMM shortfall payment | A manufacturer obligation, rather than a household tax bill. |
Boiler levy or surcharge | A commercial price adjustment. Ask the seller to explain its basis. |
VAT | A separate tax governed by the rules for the particular supply. |
Installation price | The equipment, labour and associated work included in your quotation. |
How much is gas boiler tax in 2026?
There is no universal amount that every household must pay. Current CHMM guidance sets a payment of £500 for each unit of a manufacturer's unmet target after permitted adjustments. It does not require £500 to be added to each boiler. Any separately quoted customer surcharge needs its own explanation.
The current manufacturer target is 8% for the scheme year from 1 April 2026 to 31 March 2027. It is calculated from qualifying boiler sales above the relevant thresholds. It is not an 8% tax on your invoice.
Figures such as £100 or £120 in older headlines should not be treated as today's national charge. The amount on a current quotation is a question for the seller, supported by its current pricing information.
Read the Environment Agency's current CHMM targets and payment guidance for the manufacturer rules.
What has changed since the original boiler levy headlines?
Earlier reports discussed proposals and commercial levies before CHMM began on 1 April 2025. Its first year used a 6% target; the current second year uses 8%. A further consultation opened in October 2026, but proposals for future years should not be presented as charges already payable by homeowners.
Current rules and future proposals | ||
Period | Status | Household relevance |
|---|---|---|
Early 2024 | Historical commercial levy announcements. | Check the original purchase records when asking about a past charge. |
April 2025 to March 2026 | First CHMM scheme year, with a 6% target. | A manufacturer target, rather than a personal replacement deadline. |
April 2026 to March 2027 | Second scheme year, with an 8% target. | No fixed household tax follows from that percentage. |
October 2026 consultation | Proposals for future scheme design and extension. | A consultation is not confirmation of a future household price. |
The government consultation published on 12 October 2026 seeks views on later targets and extending the regulations to 2032, among other changes. Its landing page was updated on 19 October. These proposals are separate from the current year's rules.
What should you do if your boiler quote includes a tax or levy?
Ask for a written explanation before accepting the quotation. Establish who sets the charge, whether it is already included in the equipment price and how VAT is calculated. Then compare the complete payable price with another quote covering the same installation. A levy label alone does not explain a cost.
Identify the charge. Is it a manufacturer price adjustment, an installer surcharge or VAT?
Request current evidence. If the seller cites a manufacturer announcement, check its date and the products it covers.
Check for duplication. Ask whether the equipment price already includes the adjustment shown separately.
Compare the scope. Match the boiler model, output, controls, flue work, system cleaning, removal and warranty.
Confirm the total. Record VAT, exclusions, deposit, balance and any conditions that could change the price.
Keep the records. Save the quotation, explanation and agreed changes before paying.
You can ask: “Who sets this boiler levy, what does it cover, is it already included in the boiler price, and does the final total include VAT?”
Compare the full price, not just the surcharge
A quotation without a separate levy can still cost more than one that lists it. Compare the final total alongside the work included. The example below assumes identical installation packages and standard rate VAT. It illustrates the arithmetic only and is not a guide to current market prices.
Illustrative comparison of two equivalent installation quotes | ||
Price item | Quote A | Quote B |
|---|---|---|
Installation package before VAT | £2,400 | £2,450 |
Separate commercial surcharge | £100 | £0 |
Subtotal | £2,500 | £2,450 |
VAT at 20% | £500 | £490 |
Total payable | £3,000 | £2,940 |
Quote A costs £60 more overall. Removing its £100 line from your comparison would hide part of the actual bill. Our new boiler cost guide covers the wider installation costs to consider.

Is VAT on a new gas boiler the same as boiler tax?
No. VAT is separate from CHMM and any commercial surcharge. An ordinary gas boiler replacement supplied by a VAT registered installer is generally charged at 20%. Certain qualifying grant funded heating installations can receive 5% treatment. A boiler being energy efficient does not, by itself, make the installation VAT free.
The reduced rate for qualifying grant funded work applies only to the eligible funded part of the supply. It does not mean every grant, customer contribution or additional job receives the same treatment.
Qualifying installations of energy saving materials, including eligible heat pump installations, have separate rules. HMRC's current notice provides for the temporary zero rate until 31 March 2027. Equipment bought on its own is not automatically treated like an installed system.
If a quote promises VAT relief, ask the installer to identify the applicable rule and show the calculation. See HMRC VAT Notice 708/6 for the detailed conditions.
Does the gas boiler tax mean you must switch to a heat pump?
CHMM does not require a household to remove a working gas boiler or install a heat pump. It regulates qualifying manufacturers. A claim about compulsory replacement needs a separate legal basis. Do not treat a manufacturer target, a consultation or a grant advert as a deadline for your own home.
If your boiler needs attention, obtain an engineer's assessment of repair and replacement options. For a proposed heat pump, request a heat loss assessment and details of radiator, cylinder, electrical and control requirements.
Compare installation costs after confirmed support, expected maintenance and running costs based on your home and tariff. A grant reduces eligible upfront costs; it does not establish that every household will save on energy bills.
Can a grant help with boiler replacement costs?
Heating support may reduce the cost of eligible work, but it is not a general refund of a charge labelled boiler tax. Your location, household circumstances, property and proposed system determine the route. Check funding before agreeing to work, and obtain a written offer showing any balance you must pay.
For eligible properties in England and Wales, the Boiler Upgrade Scheme currently provides £7,500 towards an air to water or ground source heat pump. It does not fund a replacement gas boiler.
An additional £1,500 is available until March 2027 for eligible oil or LPG heated properties without a mains gas connection. That uplift is not an extra payment for an ordinary mains gas boiler replacement. Check current government grant amounts before comparing offers.
Other household support has different eligibility and heating restrictions. Our free boiler eligibility and cost checklist explains what to check about tenure, existing heating and the written funding offer.
Separate three figures when comparing options: the full installation price, the approved grant or discount, and your remaining payment. If finance is offered, record repayments and fees separately.
What safety checks should come before a replacement?
Use a Gas Safe registered engineer who is qualified for the work involved. Check the engineer's identity and relevant competencies, then keep commissioning and warranty documents. If an appliance is suspected to be unsafe, stop using it and arrange professional help. A funding enquiry must not delay necessary safety action.
The HSE gas safety guidance for homeowners explains how to check competence and respond to unsafe appliances. Do not remove the boiler casing or attempt gas repairs yourself.
Frequently asked questions
Is gas boiler tax £100 or £120?
Neither is a universal government charge. Those amounts have appeared in historical commercial levy announcements and reporting. Ask your current seller to explain any amount on your quote, its pricing basis and whether VAT is included.
Do I pay gas boiler tax every year?
CHMM does not impose an annual household tax for keeping a gas boiler. Servicing, repairs, energy bills and any cover policy are separate costs. A manufacturer's annual scheme obligation is not your annual bill.
Can I refuse a boiler levy?
You can question a proposed surcharge and compare other quotes before accepting a contract. A commercial price adjustment is not automatically removed because it is not a government tax. If you have already agreed a contract, check its terms before assuming you can deduct a charge.
Can I claim a gas boiler tax refund?
There is no general household CHMM refund application to HMRC. Historical commercial levy refunds depend on the original transaction and supply arrangements. Contact your original installer or seller with the invoice, purchase date and boiler details, and ask whether a relevant refund was passed through.
Does CHMM apply in Scotland and Northern Ireland?
The manufacturer scheme operates across the UK. Household heating grants have different geographical coverage. For example, the Boiler Upgrade Scheme covers England and Wales, so its funding should not be assumed available for a property in Scotland or Northern Ireland.
Start a heating support enquiry with your postcode, tenure, existing fuel and household circumstances. Before accepting an installation offer, establish the approved work, complete cost and any required contribution.
